摘要： 三峡枢纽是长江黄金水道咽喉要害，船舶安全畅通通过三峡-葛洲坝，与长江经济带发展息息相关。近年三峡枢纽船舶积压待闸现象时常发生，如何调度申报过闸船舶，提高船闸运行效率，减少待闸积压船舶数量，三峡通航工作者一直致力寻找有效解决方法，本文从船舶调度计划角度详细剖析，分别从调度计划编制规则、调度系统信息化、调度计划编制人员进行阐述论证，希望通过提高调度计划编制水平缓解船舶积压问题。
Abstract: The Three Gorges Junction is the key point of the golden waterway of the Yangtze River. The safe and smooth passage of ships through the Three Gorges-Gezhou Dam is closely related to the development of the Yangtze River Economic Belt. In recent years, the phenomenon of backlog of ships waiting for locks in the Three Gorges Project has often occurred. How to schedule and declare the ships that have passed the locks, improve the operating efficiency of the locks, and reduce the number of backlogged ships waiting for the locks. The Three Gorges navigation workers have been working hard to find effective solutions. This article analyzes in detail from the perspective of ship scheduling plan. This paper expounds and demonstrates from the rules of dispatching plan preparation, the informatization of dispatching system, and dispatching plan preparation personnel, hoping to alleviate the problem of ship backlog by improving the level of dispatching plan preparation.
