Research on the Development Path of Provincial Economic Development Zones under the Background of Ecological Civilization

摘要： 改革开放以来，经济开发区大多强调制造业功能，依赖土地增量扩张实现规模增长。十八大以来，生态文明建设成为国家战略，叠加全球经济环境变化影响，经济开发区亟需从原先单一制造功能向产城融合综合功能、依赖土地增量扩张向内涵品质提升两个方面寻求转变。相比于国家级经济技术开发区，省级经济开发区发展资源相对有限，产城融合、存量更新的驱动力不足，需要持续探索合理可行的发展路径，以适应新发展阶段、新发展理念和新发展格局的战略要求。
Abstract: Since the Reform and Opening, most of the Economic Development Zones have emphasized the manufacturing function, relying on the incremental expansion of land to achieve scale growth. Since the 18th National Congress of the Communist Party of China, the construction of ecological civilization has become a national strategy. Overlapping the impact of global economic environment changes, Economic Development Zones need to seek changes from the original single manufacturing function to the function of city-industry integration, and rely on land incremental expansion to the connotation quality improving. Compared with the National Economic and Technological Development Zones, the development resources of Provincial Economic Development Zones are relatively limited, and the driving forces of industrial-city integration and stock renewal are insufficient. It is necessary to continuously explore a reasonable and feasible development path to meet the strategic requirements of the new development stage, new development concept and new development pattern.
