Research on the Impact of Environmental Regulation on Green Technology Innovation:
Based on the Regulatory Role of the Digital Economy

摘要：为探究环境规制对绿色技术创新的影响机制，基于2011-2019年30个省的面板数据，考虑数字经济的调节作用，通过固定效应模型进行实证分析。结果表明环境规制能直接促进绿色技术创新，在引入二次项后，二者之间存在着先抑制后促进的“U”型关系；数字经济的调节作用使环境规制的作用减弱，阻碍了绿色技术创新；经济发展水平、外商直接投资以及研发投入的不断增加，会推动企业进行绿色技术创新，现水平下的人力资本抑制绿色技术创新。
Abstract: In order to study the impact mechanism of environmental regulation on green technology innovation, based on panel data from 30 provinces from 2011 to 2019, considering the regulatory role of the digital economy, an empirical analysis was conducted through a fixed effect model. The results show that environmental regulation can directly promote green technology innovation, after the introduction of secondary items, there is a "U" relationship between the two that is first suppressed and then promoted; the regulatory role of the digital economy weakens the role of environmental regulation and hinders green technology innovation; the increasing level of economic development, foreign direct investment and R&D investment will incentivize enterprises to carry out green technology innovation, and the current level of human capital inhibits green technology innovation.
